The three-towered castle beneath a crown is the coat of arms of Edinburgh. The number 27 refers to the 27th (Inniskilling) Regiment of Foot, a distinguished Irish infantry regiment that spent years stationed at Edinburgh Castle during the 18th and 19th centuries. Rings like this were privately purchased by officers and soldiers as a reminder of their service and the fortress.
