In the 19th century, the anchor represented HOPE. Also safety, and the idea of holding fast. England was a seafaring country, with a strong navy. Men lived on ships for years at a time with no way to communicate with loved ones at home. The mortality rate was high, but so was the chance to make a fortune. (Recommended reading: The Wager.)
