VICTORIANS LOVED jewelry that required time. In jewelry like this, tiny seed pearls were sewn on one by one, often using a single strand of white horsehair(!!) as thread. This technique was sometimes used in mourning jewelry; pearls were a known symbol of tears, purity and innocence. But the strongest parallel here is to braided hair work. Both require devotion, patience, and the careful handling of tiny materials to create a unified whole.
